[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide provincial clinical viewer implementation and management solution
- Give health care providers across the province electronic, 24/7 access to their patients’ health records for the purpose of delivering clinical care and supporting clinical decision-making. This clinical viewer will replace the three clinical viewers currently in place within the province.
- Give patients, their substitute decision makers, and shared access users across the province electronic, 24/7 access to their own health records.
- Provide administrative functionality to support end users and user organizations (i.e., hospitals) of both viewers.
- Integrate with Health repositories and registries
- EMR/EHR/HIS/PoS Systems:
- These are the external point of service (PoS) systems used by health care providers that will hold and query Digital Health data. The PoS can launch the Provincial Viewer solution or be launched by the Provincial Viewer solution. Systems can include EMR systems for family physicians and specialists in the outpatient setting, EHR/HIS systems in the inpatient (hospital) setting, and clinical systems in other settings such as long term care
- Provincial Patient Viewer (PPV):
- This application offers patients (or their proxy or delegate) access to their Digital Health records. Multiple views within that application will be used to display a selected patient’s Digital Health data
- Provincial Clinical Viewer (PCV):
- This application offers authorized health care providers access to patients’ Digital Health data. Multiple views within that application will be used to display a selected patient’s Digital Health data.
This clinical viewer is extensible and can create additional views to display data received from FHIR API calls to new lines of business
- Context Sharing Integration:
- This component will allow the viewlets to be launched from within the Provincial Clinical Viewer system without requiring the user to re- authenticate
- User Preferences Management:
- ability to set up different preferences for desktop and mobile access
- ability to set up preferences at the view level
- ability to use/configure subscription and alerts-based notifications for select patients including the notification type/frequency
- ability to configure a user dashboard/landing view by type of health data and/or date/encounter range
- Notifications/Alerts Management:
- System push notifications based on configurable requirements (e.g., new results flags)
- Ability for a user to get notifications based on subscription to their defined criteria
- Broadcast emails/notifications/alerts for system events such as outages/upgrades/releases
- Ability to display custom alerts/notification messages at login time.
(2) All the questions must be submitted no later than April 8, 2022.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
