[B] Scope of Service:
(1) Vendor needs to provide sidewalk data collection and asset management service to the government authority located in Greater Sudbury, ON.
- The city currently collects sidewalk condition data in conjunction with pavement condition data using the same standard for measuring road pavement condition. The consultant will review the city’s existing processes for existing data collection, assessment process and identification of maintenance activities in order to identify recommendations for process improvements, enhancements and possible simplification to condition index determination.
- Collect and report on sidewalk condition data and provide recommended summer maintenance activities: Perform data collection and evaluation in accordance with methods recommended and agreed to by the city. Provide raw data and summary reports in digital and paper copy format. Raw data will be provided in either geodatabase or Excel/Access table. The data will be referenced to the UTM NAD 83 Zone 17 coordinate system. The city has historically collected data at 5m increments.
- Data to be collected (define spacing of assessments or methods for assessing sections):
- Confirm existing sidewalk locations (GPS coordinates)
- Confirm existing sidewalk surfaces (concrete, asphalt, concrete unit pavers)
- Existing sidewalk condition including:
- Cracking
- Holes
- Longitudinal slope
- Cross fall
- Spalling
- Holes
- Patches and repairs
- Vertical displacement
- Drainage
- Holes
- Longitudinal slope
- Cross fall
- Spalling
- Holes
- Patches and repairs
- Vertical displacement
- Drainage
- The city recognizes that differences between recommendations for data collection and what the city will determine to be satisfactory may occur and this may affect the level of effort required for this task. For the purposes of this task the consultant will clearly identify what assumptions are made in determining the level of effort and cost involved in completing this task. In the event that during the completion of the project, there is a difference in the consultant assumptions and the work completed for this task, the costs for this task will be reviewed.
- Approval of funding for this project by the agency funding was provided in order to enhance the city’s sidewalk evaluation process and develop a more detailed investment plan to establish long term investment need. The goals of this project include identifying life cycles and maintenance costs, enhancing the sidewalk condition index, achieving maximum value for investment, development of recommended summer activity service levels and associated long-term investment requirements.
- Required maintenance activities noted in the sidewalk inspection will be identified with timing of recommended future investment. The activities noted and timing of recommended repairs shall be consistent with the minimum maintenance requirements.
(2) All question must be submitted no later than October 6, 2021.
