[B] Scope of Service:
Vendor needs to provide digital procurement system. The Ministry of Government and Consumer Services is looking to the supplier community to identify, demonstrate and provide insights and considerations on how it can implement an integrated end-to-end supply chain management system that will allow and enable a centralized supply chain service to public sector entities with varying levels of procurement maturity and a host of entity-specific information systems (e.g. financial systems, health information systems, etc).
- The perspectives and insights provided by the suppliers who respond will inform a technology roadmap for a public-sector-wide Digital Procurement System (DPS) that enables an end-to-end supply chain management system. Information collected will become the property of the Ministry of Government and Consumer Services to be used at its discretion.
- It is expected that the DPS should enable capabilities such as sourcing (category management), acquisition, contract management, supplier relationship and performance management, procurement and spend analytics, supply and operations planning, warehouse and distribution management, order fulfilment and management (e.g. PAR, Kan-Ban etc) and is intended to be a Software as a Service (SaaS) ‘cloud’ solution that will generate value in distinct and interrelated ways including:
1. Be scalable
2. Be able to be integrate with the end-to-end supply chain management processes, e.g. source to pay, as well as other existing entity-specific information systems
3. Automated processes that add value to procurement in the form of efficiencies
4. Have the capacity for adaptation over time based on emerging technology developments and improving the user experience to ensure they are current with the leading consumer retail experience
5. Support demand management through user experience design that nudges end user to desired behaviour
6. Collaboration in real time, minimizing the burden on buyers and suppliers
7. Deliver the best value by enabling the sourcing of high-quality goods at scale to serve the public interest in a financially responsible way
8. Provide a fully digital environment for traditional as well as leading practice sourcing and procurement methods such as Request for Bid and Reverse Auction
9. Enable innovation procurement methods
10. Support data analytics and advanced reporting to bring visibility of real-time spend, user behaviour and supply risk analysis drawing from system-based data and external data lakes
11. Be able to integrate seamlessly with public sector entities financial systems ensuring the integrity of entities financial records while also ensuring the integrity of entities financial, business and quality controls are maintained or enhanced. Protects public sector entities system and business integrity through leading cybersecurity practices.
12. Be able to comply with all applicable requirements, specifications and standards for accessibility
