Government Authority located in Ontario; Canada based organization looking for expert vendor for scheduling consultant services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide scheduling consultant services for employee scheduling in large unionized organizations, within the healthcare sector, to drive an assessment of this opportunity, develop a business case, and construct a high-level implementation roadmap to the government authority located in Ontario.
- The desired outcomes in optimizing the organization’s workforce scheduling environment include optimized master rotations, process standardization and efficiency, lower cost and support a better employee and staff satisfaction.
• Review and determine staff scheduling and workforce utilization problems.
• Develop a governance model for staffing services with the plan outlined to develop and implement operational models, scheduling and business processes and policies.
• Review and develop processes and policies linking human resource processes for staffing changes to the scheduling system
• Assist in development of a staffing model for clinical areas and non-clinical areas as required.
• Review current and help develop new staff scheduling procedures, policies, standards and business processes.
• Design and build relief workforce strategies, master rotations, self-scheduling arrangements and system integration and reporting.
• Review the internal scheduling office, including opportunities for change, looking at internal processes, staffing and planning for both the short term and long term.
• Build finalized reports and presentations for stakeholders including clinical staff, managers, directors and senior leadership in order to create acceptance to transform workforce scheduling. the report and presentations will outline the recommended changes to scheduling structures, processes, policies and systems, incorporating all the required compliance with all collective agreements. It will also outline anticipated benefits of scheduling optimization, including achieving goals of responding to fiscal pressures while ensuring patient care and safety, staff satisfaction, balancing staff and operational needs, vacation planning, shift swaps, unplanned leaves, relief booking, and time approval.
(2) All questions must be submitted no later than July 12, 2019.
(3) Contract term will be two years.

- Onshore (Canada Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
