Government Authority located in Ontario; Canada based organization looking for expert vendor for multi-disciplinary services in the development of a comprehensive municipal events strategy and implementation plan services.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide multi-disciplinary services in the development of a comprehensive municipal events strategy and implementation plan services.
- The project will have multiple phases of deliverables that include a review and assessment of the variety of events held in the city such as city-led, community-led and joint city/community partnered events.
- Work will comprise of a review and assessment of the support/partnership/expectations on the city; a jurisdictional and process review to assess current state of events, a review of all supporting policies and procedures, event guidelines, special events permit, by-laws, departmental guiding documents and financial and staff resources related to events.
- Provide a series of deliverables as part of the project that will end with the development of an events strategy and implementation plan for the city. this will help guide the future framework for events and align financial and staff resources with the identified priorities, mission, and objectives for events.
- Develop a draft key recommendations report for the events strategy and implementation plan.
- Finalize and present events strategy and implementation plan including evaluation KPI’s.
- Develop and deliver for the city an events strategy and implementation plan report with recommendations (identifying projected costs, role/responsibility, short and long-term timelines, priority sequencing, including key performance indicators [KPIs] with aligned criteria to measure success of recommendations) that will be the driving force to achieve operational excellence and efficiencies in delivering first-class events and services.
- Consult with members of council to gain feedback on events, protocols and costs associated with events.
- Conduct group/individual consultation (focus groups/interviews) sessions with staff, senior management, residents and stakeholders to assess their appreciation and/or expectations for events and their overall customer experience at city-led events and community-led events.
- Conduct strategic consultation sessions with the steering committee and involved staff to identify gaps and ultimately ensuring that conversations are forward-looking.
- Provide recommendations on amendments to policies, procedures, protocols, permit processes, recommendations on technology or tools to improve process for stakeholders.
- Conduct a high-level municipal benchmarking review of city-led and community led events to assemble best practices and key findings, including recommendations on developing policies, procedures and guidelines of similar size municipalities.
(2) All questions must be submitted no later than November 9, 2021.
