Government Authority located in Ontario; Canada based organization looking for expert vendor for human resources management system software.
[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide human resources management system software. The proposed solution will be used across the organization which currently encompasses approximately 100 permanent employees and 25 seasonal employees and must be scalable to meet potential future needs.
• Replace various disconnected and siloed data systems, improve communication and shared data across the organization instantly.
• To select an integrated solution that will enable automation of employee data between human resources, payroll and scheduling. Note that payroll will continue to be run from the Town’s current software (GP Dynamics).
• Automate manual processes and activities, reduce redundancies and duplication of data entry through integration and work flow processes.
• Enhance management’s capability to lead the business based on timely, reliable and valuable information.
• Increase self-service capabilities for staff.
- The Town intends to procure and implement a software solution that includes the following modules:
• Human Resources
• Recruitment/Talent Acquisition Tracker
- The Town is currently using as a time and attendance keeper (no scheduling). The system is used for some employees to manually enter their time into an electronic time card and submit for approval and request personal time off (PTO). The system stores various accruals (vacation, lieu, sick, float holidays) and re-calculates based on usage. The system also stores electronic pay stubs for employee reference. The Town will consider a proponents Time and Attendance solution, if there is an ability for process efficiencies and/or a cost savings, without losing current functionality. Time entered into the time and attendance keeper must be able to integrate with current payroll software (Dynamics GP).
- Data Hosting Platforms:
The Town is open to a cloud based, on premise or a hybrid of cloud based/on premise solution. Proponents must identify all costs associated with operating the proposed solution
- IT Infrastructure:
The Town of Essex’s infrastructure consists of:
• Internet feed 1GB fibre
• Our wired network is GB over twisted pair
• Current switches are POE
• Active directory is at Windows 2019 domain functional level
• VMWare 6.5 infrastructure
• Devices – tablets, laptops, smart TV’s, VoIP and smart phones.
• Twenty (20) servers (VMware) hosted on three (3) physical servers
• Standard operating System is Windows Server (2019)
• Desktop operating system is Windows 10.
• Office is O365
- Data Sovereignty and Security for Cloud and Hybrid Solutions:
The Town at all times retains the sole rights, title and interest in the Town’s information. The security, integrity and confidentiality of the Town’s information shall at all times be protected by the Service Provider in accordance with the terms and applicable privacy legislation of state.

- Onshore (Canada Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
