Vendor needs to provide website redesign and implementation services.
• Achieve the best and most innovative solution for the needs of the Purchaser;
• Obtain quality services at best overall value;
• Enhance customer satisfaction and improvements in services;
• Facilitate the Purchaser’s purchases without limiting the Purchaser’s choice or negate any other requirement.
- The Agency is inviting proposals from qualified firms with a strong background and track record in Municipal website development that will bring a strategic approach to redesigning the Town’s website, incorporating current best practices for community engagement, accessibility and user experience. You will work closely with the Town’s Manager, Digital Services to develop and implement a new Forterie.ca website targeted to residents, visitors, investors, customers and community partners.
- The corporate vision for the Town’s website is to provide an effective two-way
communication process with citizens, customers, visitors, potential investors, the media and other key stakeholders that reflects the Town’s mission/vision and results in:
• An informed, involved community
• Engaged and responsive residents and visitors
• A tone and manner that encourages collaboration and the open exchange of ideas
- The Website Redevelopment Project for the Town will:
(a) Enhance the Town two-way communication capacity, improve community relationships and deliver effective digital communications that improve the Town’s image and assist in achieving organizational goals.
(b) Result in improved awareness and participation through increased accurate information to citizens, customers, community partners and employees about Town programs, services, issues and initiatives that affect them.
(c) Provide a digital platform that facilitates a strong proactive relationship with the media, businesses and other government partners.
(d) Make effective use of technology and tools, external facing websites, and social media platforms to target and disseminate real time information efficiently and effectively.
(e) Allow easy self service features like form building and completion, as well as facilitate financial transactions.
(f) Facilitate processes for updating content more efficiently. Town of Fort Erie communications are developed based on the following guiding principles:

- The Town is seeking a Consultant that has project experience in medium/large municipal organizations with various content contributors and complex stakeholder relationship to provide visioning, web redesign and implementation:
(a) Provide a sound information architecture and navigation structure that is service centric versus user or departmental centric.
(b) Develop a microsite design consistent with the overall look and feel of the core site that will be used as a template for current and future microsite requirements. Scope for the website redevelopment project includes programming new content for the following Town Departments:
a. Fire and Emergency Management Services
b. Economic Development and Tourism Services (EDTS)
c. Fort Erie Museum
d. Transit
(c) Develop, and provide, a style guide that features a consistent look and feel for the Town website that is easy to navigate, visually cohesive, responsive and accessible from all major browsers.
(d) Implement a structure and process for ongoing web content lifecycle management and develop a plan for ongoing maintenance including governance recommendations that stipulate content publishing standards, roles and responsibilities for content development, work flow processes, approval, publishing, archival retention, web accessibility and maintenance.
(e) Review current website content and provide recommendations regarding what content (copy and images) should be included and what content should be removed. Once a content plan is developed and approved, the agency would be responsible for developing/updating/editing copy, proposing stock/Town photos as well as resizing and editing photos. In addition, the agency will be responsible for formatting amalgamated pages with new copy/images and updating the style of pages based on content including creating tables, accordions, drop downs and friendly URLs.
(f) Ensure that current e-services are incorporated into the web site with the understanding that the growth of e-service

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
