[B] Scope of Service:
Vendor needs to provide strategic and program planning services
- Engagement of key internal and external stakeholders to inform preliminary strategic planning at an organizational and individual program(s) level;
- Program level planning for key strategic initiatives to augment and refine existing program goals and models; and/or
- Organizational strategic planning that will update our existing strategic framework and provide the basis for operational planning and enhanced performance monitoring.
1. Board strategic planning session(s)
2. Design and delivery of Engagement Tables as outlined further below
3. Updated high-level Strategic Vision and Framework
4. Detailed Strategic Plan and Program Plans
- Internal Strategic Discussion: -
Activities:
Updated Situation Analysis or similar highlighting key issues and opportunities in our external environment.
Engagement of our Board, senior staff and potentially advisory committee members in discussion of strategic issues, progress against existing goals and priorities for moving forward.
Development of a draft revised Strategic Vision and Framework that would provide basis for future external engagement and program refinement activities.
Identify “success indicators” that are ambitious but pragmatic and which would be based on an explicit theory of change for achieving our strategic goals.
- External Engagement and Issues Refinement
Activities:
Support the Foundation in refining our approach to engagement based on our overarching goals, most effective and efficient means as well as with consideration to existing COVID pandemic restrictions.
Defining 4 to 6 discrete Engagement Tables as well as optimal methods for planning, execution and capturing of key learnings and advice.
Identify alternative methods for approaches to broad based sector or issue area engagement that might complement the Engagement Tables process.
Synthesis and prepare a report on key findings and implications for our Strategic Planning stream.
- Internal Program Planning
Activities:
Work with Foundation leadership and staff to gain an understanding of 3 to 4 major program areas.
Provide advice on current best-practice frameworks for identifying objectives, goals, key activities, performance management indicators, etc. as well as articulation of clear “theory of change” logic
Facilitate discussions with management and staff (as well as potentially board and advisory committee members) to develop program planning outputs for 3 to 4 major program areas.
Lead the development of program planning outputs that provide a strong basis for further internal operational and performance planning as well as informing our Engagement and Strategic Planning streams.
Undertake other (potential) analysis and planning activities as recommended by the proponent and agreed to by the Foundation.

- Onshore (Canada Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
