[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide development charges background study and community benefits charge strategy and bylaws
- Development Charges Background Study: Evaluate options for development charges based on geographic service areas as identified in the Town’s Long Range Financial Plan (LRFP); develop an appropriate methodology for calculating levels of service and allowable charges for services eligible for development charges funding,
- Community Benefits Charges Strategy:
- Evaluate options based on geographic service areas as identified in the Long-Range Financial Plan as appropriate; develop a methodology/framework for determining allowable charges for those services eligible for funding,
- Review all outstanding unfunded capital works, debt charges and reserve fund balances that were incurred and collected for soft services under the prior to Bills 108 and 197 and incorporate into the CBC calculation as appropriate,
- Provide a cash-flow analysis (per year) based on revenues and expenditures to demonstrate how anticipated revenues will fund all associated incremental expenditures.
[C] Eligibility:
- Onshore (Canada Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
