Vendor needs to provide digital and social media planning and buying services to ministries and some government agencies when required.
- Digital and social media platforms have given citizens control on what and how they consume information and necessitates the government to establish real and genuine connections with the citizens in order to remain relevant. Digital platforms enable immediate responses to advertising and with equal speed the government would like to adapt advertising in real-time as a direct response to citizen feedback.
- The traditional media agency model as a one-size-fits-most has evolved. The legacy model built around cadence advertising campaigns does not deliver quick and nimble creative and assist the government in keeping pace with the speed and behaviors of online consumption without incurring prohibitive costs. Technology has lowered the cost structure, increased efficiency, productivity, speed and ease of sharing information. All these benefits have enabled marketers to shift to an always on marketing strategy interspersed with large scale, traditional advertising campaigns. Technology is redrawing the agency structure by bringing together - at one time separated - creative, media, marketing and data and analytic teams for the delivery of digital marketing campaigns. The Government of Ontario is interested in improving its digital marketing strategy and its use of marketing technology to more closely align with these systemic industry shifts.
- The Government is interested in contracting with optimized performance-driven digital media agencies that are more adaptive and reflective of government’s desire to be relevant by using data to conceptualize, produce and promote powerful digital creative - and smartly integrate and collaborate with technology to deliver on business outcomes – transactional, revenue generation and public education with measurable results.
(a) To deliver optimized performance-based marketing strategies with a focus on adaptive creative, real-time optimization, micro-segmentation and measurement of the delivery complex performance metrics as required.
(b) To become familiar with the Ministry’s business, policies, performance and related issues, and analyze marketing, advertising, competitive research and media research data, as required.
(c) To develop and recommend, for the Ministry’s approval, all performance-based marketing strategies and plans as required, to meet the Ministry’s communication objectives for advertising. Vendor will interact with the Ministry in the development of the required marketing strategies and plans.
(d) To provide platform agnostic and unbiased advice and ensure a commitment to transparent advertising practices.
(e) To coordinate the media and creative requirements as disclosed by the approved performance-based marketing plans.
(f) To negotiate the purchase of media space to meet the requirements of the approved marketing plans. Purchases are to be at the most favourable rates available within the limitations of government policies, timing, availability and approved marketing budgets.
(g) To maintain and provide a central records administration and reporting system in respect of all campaigns planned and purchased on behalf of the Ministry.
(h) To advise the Ministry of the manner in which campaign(s) are planned and purchased and trafficked. In this regard, the Vendor shall provide an overview of the relevant processes to the Ministry along with roles, responsibilities and timelines.
(i) To educate or provide advice or training to the Ministry as it relates to technology and analytics platforms.
(j) To undertake and perform all media verification and campaign maintenance, as may be required.
