[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide a report summarizing results of the evaluation, a compensation policy for non-union (non-executive) position that includes philosophy, principles, salary ranges, job grade and level structures, unique job classes, and the number of grades and levels that are required, and delivery a presentation and final report delivery to Health CEO and Board with findings, draft policy and recommendations to the government authority located in Ontario.
- Overall health care delivery, improve clinical guidance and provide support for providers to ensure better quality care for patients.
- A new plan to manage the health system more effectively by coordinating the work of existing provincial health agencies and programs.
- Analyze and design a framework for a job grade structure for Director, Managers and non-union staff level positions, which includes compensation structure, principles and guidelines for measurement of performance.
- This framework must drive performance in government agencies, while recognizing best practices, and the competitive market environment.
- Develop a customized gender-neutral job evaluation tool and the supplementary administration tools (e.g. job information questionnaire, job description template) that appropriately reflects the organization structure and nature of positions.
- Determine the number of grades and levels that are required with responsibilities and recommend job titles schematic for all positions.
- Recommend a compensation structure that will streamline the job grades to meet Health strategic objectives.
- Review and assess the structures across all 20 agencies that are slated to become a part of Health.
- Recommend what constitutes a unique job class.
- Recommend a job grade and level structure for roles across the organization for professional and management path, outline differences in responsibility and competencies required for the levels (same roles in different portfolios).
- Support the development of a compensation philosophy for the organization that includes a methodology for benchmarking with like organizations.
- Identify comparator organizations, conduct the collection and analysis of benchmark compensation data, recommend compensation scales that align the compensation of Ontario Health with the relevant market according to its total rewards philosophy.
- Recommend salary ranges in line with proposed job grade and level structure with an assessment of whether the roles are in the correct salary range.
- Develop a compensation policy that will support the ongoing administration and decision-making necessary to maintain the compensation framework, its relativity to the market and to make ongoing compensation decisions within the compliant with the framework
- Provide tools to support the utilization of the job evaluation program for human resources staff along with associated education to aid the initial implementation of the program.
- Develop a strategy for integrating the employees of multiple agencies into a single compensation program.
(2) All question must be submitted no later than July 4, 2019.
